Reservation in promotion

Extant instructions of DoPT provide that reservation in promotion by non-selection method is available to SCs and STs in all Groups i.e. Group A, B, C & D. In case of promotion by selection method, reservation is available to SCs and STs upto lowest rung of Group A. There is no reservation in promotion by selection within Group A. Reservation in posts by promotion under the existing scheme is applicable in which the element of direct recruitment, if any, does not exceed 75%.

E-Challans to Drivers: Creating Data Bank of Traffic Violations 

An e-Challan software comprising a mobile app cum web application has been developed by National Informatics Centre (NIC) for Ministry of Road Transport and Highways to provide a comprehensive enforcement solution that can be used by the State Transport Enforcement Cells and also by the traffic police. This application will facilitate a convenient and efficient mechanism to challan errant drivers while providing a set of features and functionalities. Currently, this mobile app cum web application is under pilot implementation in two Regional Transport Offices in the state of Uttar Pradesh and also under advanced testing in the state of Uttarakhand and Maharashtra. Once implemented across the country, this system will create a unified national database of all traffic violations, with details of violators, challans, disposals, penalties, court cases, punitive actions etc. 

At present, Transport National Register (NR) comprising 19 crore vehicle details and 9 crore driving license records is available with access provided to different police and transport agencies across the country for tracking any vehicle or driver information. 

This information was given by Minster of State for Road Transport and Highways, Shri Pon. Radhakrishnan in a written reply to a question in the Lok Sabha today.

Government provides Food subsidy of Rs 1,34,919 crore during 2015-16

                                                                                                                    Foodgrains at subsidized prices is made available by Food Corporation of India (FCI) to the States/UTs under National Food Security Act (NFSA), as well as erstwhile Targeted Public Distribution System (TPDS), and the food subsidy is released to FCI. Only in the case of States participating in the Decentralized Procurement (DCP), under which State Governments take the responsibility of procurement of foodgrains and its distribution to the eligible households, the food subsidy is released to State Governments. This information was given by the Minister of Consumer Affairs, Food and Public Distribution, Shri Ram Vilas Paswan in a written reply in Lok Sabha today.

The National Food Security Act implemented in 33 States/UTs 

The National Food Security Act, 2013 (NFSA) is already being implemented in 33 States/UTs. Out of the remaining three States, Tamil Nadu had, in September, 2015, requested to extend the process of implementation of NFSA in the State by at least one year. The Government of Kerala has informed that the State Government will be able to implement NFSA only after conclusion of the ongoing State Assembly Election process. Government of Nagaland has indicated implementation of the Act from June-July, 2016. These remaining States are required to implement the Act at the earliest. This information was given by the Minister of Consumer Affairs, Food and Public Distribution, Shri Ram Vilas Paswan in a written reply in Lok Sabha today. 

The Minister said that the State Government of Tamil Nadu had requested for a provision to assure that the existing allocation of foodgrains is not reduced. The Act already provides that if annual allocation of foodgrains to any State, on the basis of coverage for the State and foodgrains entitlement under the Act, is less than the average annual offtake of foodgrains during 2010-11 to 2012-13, under normal Targeted Public Distribution System, the same shall be protected at prices as determined by the Central Government. 

रघुराम राजन सबसे ताकतवर, लेकिन वेतन के मामले में RBI में चौथे नंबर पर



नयी दिल्ली : रघुराम राजन शायद भारत के सबसे ताकतवर गवर्नर में से एक हैं. उनकी ताकत इतनी है कि वित्त मंत्रालय भी उनके सामने कभी-कभार कमजोर सा प्रतीत होता है. पिछले दिनों उन्होंने भारतीय अर्थव्यवस्था को ‘अंधों में काना राजा’ की संज्ञा दे डाली थी. बावजूद इसके यह ताकतवर व्यक्ति सबसे ज्यादा तनख्वाह पाने वाले गवर्नर नहीं हैं.

सूचना का अधिकार कानून के जरिये जो बात निकल कर सामने आयी है, उसके अनुसार रघुराम राजन का मासिक वेतन 1,98,700 रुपये है. इसमें उनका मूल वेतन, महंगाई भत्ता और अन्य भत्ते शामिल हैं. रिजर्व बैंक ने अपने कर्मचारियों के वेतन के संबंध में जो जानकारी दी है, उसके अनुसार तीन अन्य व्यक्ति को रघुराम राजन से अधिक तनख्वाह मिलती है. इन तीनों में सबसे अधिक वेतन गोपाल कृष्ण सीताराम हेगड़े को मिलती है, जिनकी तनख्वाह चार लाख रुपये है. दूसरा स्थान अन्नामलाई अरापुली का जिन्हें 2,20,355 और तीसरा स्थान वी कंडास्वामी का है जिन्हें 2.1 लाख रुपये मिलते हैं. 

वेतन का यह आंकड़ा वर्ष 2015 जून-जुलाई है. वर्तमान की स्थिति ज्ञात नहीं है और ना ही यह पता है कि उक्त तीनों व्यक्ति जो राजन से अधिक तनख्वाह पाते हैं, वह आरबीआई में कार्यरत है या नहीं.
