Clarification on Migration, New Registration, Opting for Composition Scheme and Issue of Bills of Supply.

The Rules related to Registration and Composition Scheme have been notified on 19th June, 2017. These Rules have been brought into effect from 22nd June, 2017. The intent of notifying these rules is to start the process of issue of registration certificate, called Goods and Services Tax Identification Number (GSTIN), to taxpayers who have already been issued provisional ID for registration(PID) as well as to the new taxpayers.
Any person who has been granted PID and who opts for composition scheme, should submit an intimation of option in a prescribed form on GSTN on or before 21st July, 2017.

Union Ministers Shri Vijay Goel and Shri Jayant Sinha Flag off 6th Slum Yuva Daud

Union Minister of State (I/C) for Youth Affairs & Sports shri Vijay Goel here today flagged off the 6th Slum Yuva Daud with Minister of state of Civil Aviation shri Jayant Sinha, Shri Parvesh Verma, MP, Cricketer Ishant Sharma and several other dignitaries. Today’s Daud started from Hari Nagar Bus Depot and ended at DDA Staff Club Janakpuri with participation of thousands of youth from Delhi slums.

Addressing the participants shri Goel said, “This is not just any other run but we are running for a better tomorrow, a New India where each youngster is a capable being and sports being one field in which we must grow big and powerful.” MoS for Civil Aviation shri Jayant Sinha said that such sporting events promote unity among youth and encourage them to take up sports and other constructive activities. Other dignitaries in their speeches   hailed the Sports Ministry’s initiative of Slum Yuva Daud and called it a ‘great way” to tap young talent.
All dignitaries encouraged the youngsters to follow the path of “Ek Bharat Shrestha Bharat” to create a “New India”. Shri Goel also interacted with the participants via quiz contests, songs and selfies.

The Minister of State for Minority Affairs (Independent Charge) & Parliamentary Affairs Shri Mukhtar Abbas Naqvi today said here that besides providing various job-oriented skill development courses, Gharib Nawaz Skill Development Centres of Ministry of Minority Affairs will also offer certificate course in Goods and Services Tax accounting/programming and other related subjects.

While inaugurating the first Gharib Nawaz Skill Development Centre at Vijayanagar Colony in Hyderabad, Shri Naqvi said that the youths, after completing about three-months duration Goods and Services Tax course, will not only be able to help small-medium traders and the common people, but they will also immensely benefitted by this course as it will open vast job opportunities in the related sectors.

Shri Naqvi said that under the policy of “One Nation One Tax”, the GST has been implemented across the country. Demand for professionals having knowledge regarding GST accounting/programming and other related subjects will increase significantly in the coming days. The GST course by Ministry of Minority Affairs, will be offered with assistance of National and International experts on GST. It will naturally increase the importance of GST course offered by Gharib Nawaz Skill Development Centres and youths belonging to Minority communities will directly benefitted through this course.

Shri Naqvi said that these Gharib Nawaz Skill Development Centres will proved to be “centres of empowerment” of Minority youths. Minority Affairs Ministry has launched Gharib Nawaz Skill Development Training for Minorities for providing short term job oriented skill development course for youths belonging to minority communities.

These short term courses include certificate course in health services, mobile & laptop repairing, computer hardware & networking, retail management programme, motor driving training, security guard training, courses in house keeping etc.   

Shri Naqvi also inaugurated and laid foundation stones for various development projects including minority residential school at Rajender Nagar, inauguration plaque of Yedapally & Renjal Anganwadi centres at Nizamabad at Haj House, Nampally, Hyderabad.

Shri Naqvi said that “3E”- Education, Employment, Empowerment has ensured that Minorities are becoming part of mainstream development process. Shri Naqvi said that to provide quality education to each and every child, Ministry of Minority Affairs will launch a mega education campaign “Tahrik-e-Taleem”.

Earlier, Shri Naqvi addressed Annual Conference of State Channelising Agencies (SCAs) of National Minorities Development & Finance Corporation (NMDFC) in Hyderabad. Shri Naqvi said that NMDFC has played a vital role in implementation of various schemes of Minority Affairs Ministry at the grass root level.

On the occasion, Shri Naqvi also launched a Mobile App on schemes of NMDFC in Hindi, English & Urdu. NMDFC is the 1st Apex Corporation to launch Mobile App on its schemes which is expected to help the persons from the target groups to know about the schemes of NMDFC and also guide them in availing assistance under schemes of NMDFC.

Shri Naqvi also launched Artisan Credit Scheme for the benefit of artisans from the Minority communities. Under this scheme, the artisans will be able to avail concessional credit for meeting their capital requirement.

The Central Board of Excise and Customs (CBEC) takes certain initiatives for Ease of Doing Business under the GST regime; Finance Minister Shri Arun Jaitley launches a Mobile App “GST Rates Finder” to help users to find rates of GST for various goods and services.

The Union Finance Minister Shri Arun Jaitley launched a mobile app “GST Rates Finder” in his chamber in the national capital yesterday which is now available on android platform and will soon be available on iOS platform as well.  This Mobile app helps users to find rates of GST for various goods and services. It can be downloaded on any smart phone and can work in offline mode, once downloaded.  The user can determine the GST rate for a good or a service by entering the name or Chapter heading of the commodity or service. The search result will list all the Goods and Services containing the name which was typed in the Search Box. The user can scroll down the list of description and when any specific item on the list is clicked, the display window will pop-up, containing details such as GST rate, description of goods or services and the Chapter heading of the Harmonised System of Nomenclature (HSN). For example, any person who has been billed by a hotel or a restaurant or for footwear can cross verify the correctness of the rate of GST charged. 
CBEC has also provided a GST rate finder on its portal cbec-gst.gov.in to help the taxpayers know the applicable GST rate on their supplies of goods and services. A taxpayer can search for applicable CGST, SGST, UTGST rate and Compensation Cess on a supply. The search can be made based on description of goods or services or HSN Chapter or section or heading number.

These initiatives are aimed to serve as a ready reckoner on GST rates. This will empower not only the taxpayers, but every citizen of the nation, to ascertain the correct GST rate on goods and services.

Clarification by the Office of the Chief Commissioner of GST (Delhi Zone) that no officer of the Department is authorized to visit the premises of the traders and shopkeepers without authorization; In case of any difficulty, complain at Phone no. 011-23370115.

It has been reported in a certain section of media that some unscrupulous elements posing as GST officers have tried to fleece the shopkeepers and customers in the name of GST. It is hereby clarified by the Office of the Chief Commissioner of GST (Delhi Zone) that the Department only wants to facilitate the shopkeepers and traders during the transition period. No officer of the Department is authorized to visit the premises of the traders and shopkeepers without authorization. Asus Zenfone 4 With Snapdragon 660 SoC and 4GB of RAM Spotted in Geekbench With Decent Scores

Asus usually announces its next generation Zenfone series in May every year, but the company broke its tradition this year for some unknown reasons. The Taiwanese company recently sent out media invites for an event to be held in Europe on September 21, and the invite indicates the unveiling of Zenfone 4 series.

After sending out media invites, Asus launched the first Zenfone 4 series device- the Zenfone 4 Max. Till Asus Zenfone 2 series, Asus used to price their devices competitively, but with the Zenfone 3 lineup, Asus has gone for premium pricing, which didn’t impress the audience. The Asus Zenfone 4 Max packs mediocre hardware, dual cameras and costs $235 (approx. Rs. 16,000). This also gives an indication that Asus will go with premium pricing for the Zenfone 4 lineup.
While September 21 is too far from now, leaks are already started pouring in about the devices with the latest one being the Geekbench listing of the standard Zenfone 4 smartphone. The Zenfone 4 will come with a model number- ASUS_K01KD and will be powered by the octa-core Qualcomm Snapdragon 660 chipset with 4GB of RAM.
In the Geekbench benchmark test, the device scores a decent single-core score of 855 and multi-core score of 4127. The device was running Android 7.1.1 Nougat while benchmarking, mostly with the Zen UI on top.
The listing did not reveal other specifications, but other rumours say that the Zenfone 4 will come in two display variants of 5.2-inch and 5.5-inch. The Zenfone 3 also arrived in two screen variants of 5.2-inch and 5.5-inch, however, they used the same chipset. The Zenfone 4 5.2-inch variant may use the Snapdragon 630 SoC, while the 5.5-inch model might make use of the Snapdragon 660 SoC. That said, this Geekbench listing may be of the 5.5-inch Zenfone 4.

Furthermore, the entire Zenfone 4 lineup is said to pack dual cameras at the back. However, the camera implementation may differ from device to device. For example, the Zenfone 4 Max has two 13MP sensors at the back, of which one sensor captures RGB shots, while the other one captures 120-degree wide-angle shots. The Zenfone 4 may come with a different camera setup with the secondary sensor being used as a monochrome one.
Asus is yet to make an official announcement about the Zenfone 4 product launch. For now, the devices are claimed to be unveiled on September 21, which is more than two months from now.

Informal BRICS Leaders Meeting in Hamburg

The leaders of the 5 BRICS countries held an informal meeting on the sidelines of G20 Summit in Hamburg, Germany. This was in run up to the forthcoming 9th BRICS Summit in September in Xiamen, China. President Xi of China said he looked forward to welcoming the BRICS leaders. 

In their interventions, the leaders discussed preparations and priorities for the forthcoming Xiamen BRICS Summit. 

Prime Minister mentioned that BRICS has been a strong voice and needs to show leadership on terrorism and global economy. He stressed that G20 should collectively oppose terrorism financing, franchises, safe havens, support and sponsors. Referring to reforms in India, including the recent introduction of GST, PM stated that it was necessary to work together for sustained global economic recovery. He advocated collective voice against the practices of protectionism, especially in the spheres of trade and movement of knowledge and professionals. He reiterated India's commitment to implementing Paris Agreement in letter and spirit and described its implementation globally as essential to fighting climate change. He called for expeditious action to establish BRICS rating agency and stated that cooperation on development of Africa should be a priority. He also called for greater people-to-people exchanges. 

Scheme for IPR Awareness – Creative India; Innovative India

Taking forward the National Intellectual Property Rights (IPR) Policy 2016, a ‘Scheme for IPR Awareness – Creative India; Innovative India’ has been launched by Cell for IPR Promotion and Management (CIPAM) under the aegis of the Department of Industrial Policy and Promotion.

The Scheme aims at raising IPR awareness amongst students, youth, authors, artists, budding inventors and professionals to inspire them to create, innovate and protect their creations and inventions across India including Tier 1, Tier 2, Tier 3 cities as well as rural areas in the next 3 years.

The Scheme for IPR Awareness aims to conduct over 4000 IPR awareness workshops/seminars in academic institutions (schools and colleges) and the industry ,including MSMEs and Startups, as also IP training and sensitization programmes for enforcement agencies and the judiciary.

Workshops will cover all vital IP topics including international filing procedures, promotion of Geographical Indications and highlighting the ill effects of piracy and counterfeiting.

The Central Government: There is no change made in any subject relating to education in the GST era, except to reduce tax rate on certain items of education such as school bags etc.; Denies the reports that education will become expensive under GST; Rather services provided by an educational institution to students, faculty and staff are exempt.

Resolution conveying the Central Government’s decision on recommendations of the 7th Central Pay Commission (CPC) on Allowances has been published in Gazette of India yesterday i.e.6th July, 2017.

Based on the Report of Committee on Allowances (CoA) and the recommendation of E-CoS, the Cabinet had earlier approved the modifications in 34 Allowances in its Meeting held on 28th June 2017. 

All allowances are given effect from 1st July 2017. 

Concerned Ministries have now been advised to issue their Orders on Allowances governed by them immediately so that the revised rates of allowances get reflected in the current month's Salary Bills of the Government employees.

 Shri Ram Vilas Paswan, Union Minister for Consumer Affairs, Food & Public Distribution, talking to media here today said that the Government has decided to continue the same issue prices for food-grains under the National Food Security Act till June, 2018. Shri Paswan said that the details of letters and digits for display of MRP, net-quantity and consumer support on the pack of food items must be followed. Shri Paswan informed that Government has allowed the manufacturers or packers or importers of pre-packaged commodities to declare the changed retail sale price (MRP) on the unsold stock manufactured/packed/imported prior to 1stJuly, 2017 after inclusion of the increased amount of tax due to GST, if any, in addition to the existing retail sale price (MRP), for three months w.e.f. 1st July, 2017 to 30th September, 2017.

Global Crude oil price of Indian Basket was US$ 47.59 per bbl on 06.07.2017

The international crude oil price of Indian Basket as computed/published today by Petroleum Planning and Analysis Cell (PPAC) under the Ministry of Petroleum and Natural Gas was US$ 47.59 per barrel (bbl) on 06.07.2017. This was lower than the price of US$ 48.16 per bbl on previous publishing day of 05.07.2017.
In rupee terms, the price of Indian Basket decreased to Rs. 3082.52 per bbl on 06.07.2017 as compared to Rs. 3117.04 per bbl on 05.07.2017. Rupee closed weaker at Rs. 64.78 per US$ on 06.07.2017 as compared to Rs. 64.72 per US$ on 05.07.2017. The table below gives details in this regard:

Ministry of Railways reforms recruitment process through induction of digital technology

Ministry of Railways reformed its recruitment process through induction of digital technology in a big way. This has brought transparency & efficiency. 

Railway Recruitment Boards (RRBs) have conducted the world’s largest computer based test for about 92 lakh candidates. This examination was conducted in 351 cities across India, including remote areas like North East, Kashmir Valley, Lakshadweep & Andaman Islands. 

Pursuing PM’s vision of Digital India, 2nd stage written test and 3rd stage Aptitude (Psycho) test for Assistant Station Masters and Typing Skill Test for Ministerial posts have also been conducted in Computer based manner for 45,989 candidates across India. 

National ST Commission to take action on video films of Jaravas on YouTube

Taking suo-moto cognizance of objectionable video films and pictures of protected Jarava and other tribal communities of Andaman Islands on YouTube social media platform, the National Commission for Scheduled Tribe (NCST) has initiated action on it. 

The commission has decided to take up the matter with Ministry of Home Affairs, Ministry of External Affairs, Ministry of Information and Broadcasting, Ministry of Tribal Affairs and Chief Secretary of A&N Island for removal of these objectionable video films from YouTube and initiate action on those who uploaded these video clips on social media platform. 

NCST Issues Notice to Golf Club on Complaint of Discrimination Against Northeast Woman

The National Commission for Scheduled Tribes (NCST) has issued a notice today to Golf Club, Delhi on a complaint of discrimination from a woman from North east belonging to ST inside the premises of the club. NCST has asked the club to submit its reply, facts and information in the matter and action taken on the allegation to the Commission within seven days. 

The Commission has issued a notice on the representation received from Chairperson, Meghalaya State Commission for Women and Civil Society of Assam. The Commission has also decided to investigate/ inquire into the matter in pursuance of the powers conferred upon it under Article 338A of the Constitution of India.

PM to young IAS Officers: Fill the system with energy of New India

The Prime Minister, Shri Narendra Modi, today advised young IAS officers to avoid getting into a mindset that resists change, and fill India’s administrative system with the energy of ‘New India.’

Addressing IAS Officers of the 2015 batch at the Inaugural Session of Assistant Secretaries, the Prime Minister began by asserting that India has not progressed as much as it should have. He said countries that achieved independence after India, and faced greater resource constraints than India, have touched new heights of development. He said boldness is required to drive change, and added that a fragmented administrative arrangement does not allow the collective capabilities of officers to deliver to the optimum level. He said dynamic change is needed to transform the system.

Auction for Sale (Re-issue) of Government Stocks

Government of India have announced the Sale (re-issue) of (i) “6.84 per cent Government Stock, 2022” for a notified amount of Rs. 3000 crore (nominal) through price based auction, (ii) “6.79 per cent Government Stock  2029” for a notified amount of Rs. 9,000 crore (nominal) through price based auction,   (iii) “6.57 per cent Government Stock  2033” for a notified amount of Rs. 3,000 crore (nominal) through price based auction,   (iv) “6.62 per cent Government Stock, 2051” for a notified amount of  Rs. 3,000 crore (nominal) through price based auction. The auctions will be conducted using multiple price method. The auctions will be conducted by the Reserve Bank of India, Mumbai Office, Fort, Mumbai on July 7, 2017 (Friday).

Up to 5% of the notified amount of the sale of the stocks will be allotted to eligible individuals and Institutions as per the Scheme for Non-Competitive Bidding Facility in the Auction of Government Securities.

ADB and India Sign $220 Million Loan Agreement for Improving Road Connectivity and Transport Efficiency on State Highways of Rajasthan

The Asian Development Bank (ADB) and the Government of India today signed a $220 million loan for improving connectivity as well as transport efficiency and safety on State Highways of Rajasthan.

The loan is the first tranche of the $500 million Rajasthan State Highways Investment Program, approved by ADB Board in May this year, that will upgrade about 2,000 kilometers of state highways and major district roads to two-lane or intermediate-lane standards to meet road safety requirements.

                               The signatories to the loan agreement were Mr. Raj Kumar, Joint Secretary (Multilateral Institutions), Department of Economic Affairs in the Ministry of Finance, who signed on behalf of the Government of India, and Mr. Kenichi Yokoyama, Country Director of ADB’s India Resident Mission, who signed for ADB. The project agreement was signed by Mr. S. L. Sharma, Chief Engineer and Additional Secretary, Public Works Department, the Government of Rajasthan.

Speaking on the occasion, Shri Raj Kumar, Joint Secretary (MI),DEA,M/o Finance said that the project will help improve State Highways and major district roads in Rajasthan. He further said that it will also enhance the capacity of the State public works department in the areas of road asset management, road safety and project management.

Cabinet Secretary reviews post GST situation with Secretaries and Senior Officers of different Departments; Ask them among others to ensure that there is adequate supply of commodities especially essential and consumer items to keep their prices under check.

The Cabinet Secretary, Shri P.K. Sinha reviewed the post GST implementation situation here today with the Secretaries and Senior Officers of the different Ministries/Departments of the Government of India. The Review Meeting was attended by the Secretaries/Senior Officers of different Ministries/Departments including Revenue, Textile, Food, Agriculture, Consumer Affairs & Public Distribution, Food Processing, Railways, MSME, Rural Development, Tourism, Fertilizers, Pharma and Department of Financial Services (DFS), Chairperson and Members of Central Board of Indirect Taxes and Additional Secretary,GST Council among others​.

The review was focused on the general situation after the GST implementation and consumer impact of GST implementation in particular. As we know that the GST was rolled-out on 1st July, 2017.

Appeal to people not to start circulating wrong messages on social media as no distinction is made in the GST Law on any provision based on religion.

There are some messages going around in the social media stating that the temple trusts have to pay the GST while the churches and mosques are exempt. This is completely untrue because no distinction is made in the GST Law on any provision based on religion.

We request to people not to start circulating such wrong messages on social media.

Successful Flight Test of QRSAM

Defence Research and Development Organisation (DRDO) developed Quick Reaction Surface to Air Missile (QRSAM) was successfully flight tested from ITR Chandipur, off the Odisha Coast at 11.30 AM today. All the technologies and subsystems incorporated in the missile have performed well, meeting all the mission requirements. All the Radars, Electro Optical Systems, Telemetry Systems and other stations have tracked the Missile and monitored all the Parameters. The Missile test met all the objectives. 

Director DRDL, Shri MSR Prasad, Director RCI, Shri BHVS N Murthy and Director ITR, Dr BK Das monitored the launch operation in the presence of, Scientific Advisor to Raksha Mantri & DG (MSS) Dr G Satheesh Reddy. 

Mou Signed between Department of Defence Production and MDL

Mazagon Dock Shipbuilders Ltd (MDL), a Miniratna Schedule ‘A’ DPSU under the Department of Defence Production, Ministry of Defence signed a Memorandum of Understanding (MoU) for the financial year 2017-18 with the Ministry. The annual MoU was signed between Secretary (Defence Production) Shri AK Gupta on behalf of the Ministry and Chairman and Managing Director, MDL Cmde Rakesh Anand. The MoU outlines the targets and various performance parameters for the company. The revenue from operations has been targeted at 4500 crore. Significant milestones to be achieved under Project 75 (Scorpene Submarines) and shipbuilding projects of 15B (destroyers) and 17A (frigates) also form part of the MoU.

J-K Assembly proceedings delayed as media boycotts House

Srinagar,  (PTI) A special GST session of the Jammu and Kashmir Legislative Assembly here was delayed for nearly two hours as the media boycotted the House and opposition parties refused to take part in it till "curbs" on reporting of the proceedings were lifted.

After an apology from the Speaker Kavinder Gupta, the journalists later called off their stir.

Earlier, the security personnel deployed outside the assembly complex had refused to honour vehicle passes issued to journalists, claiming that the assembly secretariat had withdrawn permission to the media to cover the proceedings.

Shri Radha Mohan Singh to review the Flagship Programmes with 13 State Ministers

Union Minister for Agriculture and Farmers Welfare, Shri Radha Mohan Singh will be reviewing the progress of two priority programs of the Government namely National Agricultural Market (e-NAM) and Soil Health Card on 5th July 2017 at Krishi Bhawan. State Ministers of Agri-marketing of the 13 States, markets of which have integrated to e-NAM, and State Agriculture Ministers of some selected States will be attending along with their senior State officials. The progressive agri-market reforms being driven by Department of Agriculture, Cooperation and Farmers Welfare and NITI Aayog incorporated in the new model Agriculture Produce and Livestock Marketing (Promotion and Facilitation) Act, 2017 will also be discussed to encourage the States to adopt the suggested provisions at the earliest to bring in the benefits for the farmers.

The study, scheduled to be presented at the European Society of Human Reproduction and Embryology meeting in Geneva on Tuesday, was an analysis of all IVF cycles performed at a large IVF centre in the Boston region between 2000 and 2014, a total of almost 19,000 cycles performed in 7,753 couples. The female partners in these cycles were stratified according to four age bands — under 30, 30-35 years, 35-40 years and 40-42. Men were stratified into these same four age bands, with an additional band of 42 and over.
