Government takes measures to keep a check on unusual increase in C-Section surgeries reported in recent years

The Government has taken several steps to ensure that the unwarranted increase in C-Section surgeries can be kept in check. 

The Minister of Women and Child Development, Smt. Maneka Sanjay Gandhi, had expressed concern to the Union Health Minister in February 2017 about the unusual increase in recent years in C-Section surgeries reported from different States. Smt. Gandhi had pointed out that while the recommendation of WHO suggests that deliveries through C-Section should normally be in the range of 10-15% of the total deliveries, some States are reporting extremely high percentages. Tamil Nadu reported this to be 34% and Telangana 54%. She had further stated that it is worrisome that the percentage was even higher for the private nursing homes across the States. 

Ministry of Water Resources to Sign MoU with Ministry of Skill Development for the success of Namami Gange

Union Ministry for Water Resources, River Development and Ganga Rejuvenation will sign an MoU with Union Ministry of Skill Development and Entrepreneurship for the success of Namami Gange programme in New Delhi tomorrow.

The MoU intends to develop skilled manpower for laying sewerage pipeline, plumbing works, construction of toilets, civil masonry works, waste collection and its disposal activities. It will also develop skills for preparing products from pious waste materials like flowers, leaves, coconuts, hair and associate plastic bags and plastic bottles etc. and their proper packaging and promotion of such products. The MoU will also help in developing skills for operation and maintenance of pumps and STPs.

RINL Signs MoU with CCI for setting up Cement Plant

Rashtriya Ispat Nigam Limited, the corporate entity of Visakhapatnam Steel Plant and Cement Corporation of India (CCI), a PSU under Ministry of Heavy Industries and Public Enterprises signed a Memorandum of Understanding in Vishakhapatnam today to set up 2 mtpa Fly Ash and Blast Furnace Slag based Cement Plant in a Joint Venture in two phases of one million tonne capacity each. RINL generates a large quantity of BF slag and fly ash, prime raw material for the Cement Plant. 

Sri Manoj Misra, Chairman cum Managing Director representing CCI and Sri P.C. Mohapatra, Director (Projects) representing RINL signed the MoU in the presence of Sri P Madhusudan CMD,RINL. 

Shipping Ministry appointed committee suggests ways to upgrade port hospitals under PPP

Says it is feasible to open medical colleges at port hospitals

The Ministry of Shipping had constituted a committee to study how the existing healthcare infrastructure at major ports can be upgraded under PPP mode  to provide world class health services,  along with affordable medical and paramedical education. Presenting  its report to Shri Nitin Gadkari, Minister of Shipping and Road Transport and Highways in New Delhi today, the committee has indicated possible alternatives by which port hospitals can be upgraded under PPP mode so that their healthcare facilities are augmented.

                   The report has also indicated the feasibility of starting of medical college and postgraduate specialty courses attached to port hospitals. According to the report, the hospitals at Mumbai Port which has more than 200 beds can be taken up for this, while hospitals at Cochin, Chennai, Vishakhapatnam and Kolkata ports can be considered for upgradation into tertiary care facilities, with a particular super specialty being assigned to a specific port hospital, which then becomes the super specialty center for all referral purposes by the other port hospitals. As such, Port Trust Hospital, Chennai could be availed for development of tertiary care facilities in the domain of cardiovascular thoracic surgery, Port Trust Hospital Cochin for nephrology, Port Trust Hospital Kolkata for neurology and neurosurgery and Port Trust Hospital Vishakhapatnam for gastroenterology and surgical gastroenterology respectively.

Shri Gadkari says highways can be used for laying optic fibre, oil and gas pipelines

The Minister for Road Transport and Highways and Shipping Shri Nitin Gadkari has said that Information Technology holds the key to providing transparent and effective governance in the country. Shri Gadkari was speaking at INFOCOM 2017 organized by ABP Group and Federation of Indian Micro and Small & Medium Enterprises in New Delhi today. 

Commending the role played by Indian engineers and software experts worldwide Shri Gadkari said that if we wish to build and maintain a competitive edge over the world, we need to leverage technology to get the maximum returns from our assets. He said the Road Transport & Highways Ministry has around 2 lakh kilometres of highways, and he has offered the use of this entire stretch for laying optic fibre and oil and gas pipes. This, he said, could earn the Ministry some revenue that can be further utilized for constructing and maintaining roads.

In the wake of Assam Floods, Minister of Railways, Shri Suresh Prabhakar Prabhu convened a special meeting of Railway Board officials in Railway Board. Jamshed, Member Engineering, Shri A.K.Mital, Member Rolling Stock Shri Ravindra Gupta, Secretary, Railway Board, Shri R.K.Verma, Director General (Health) Dr Anil Kumar, Director General (RPF) Shri Sudhir Pratap Singh. 

In the meeting, Minister of Railways Shri Suresh Prabhakar Prabhu directed the officials to ensure that Railways should work in close liasioning with the Assam Government, Arunachal Pradesh & NDRF. Minister of Railways has talked with CMs of Assam & Arunachal Pradesh & Secretary members of NDRF. Taking stock of the situation, he emphasised that Railways should ensure that it actively coordinates with the National Disaster Management teams working in Assam. He also asked the officials to ensure that drinking water supply, food grains, medicines, healthcare facilities & food grain movement for North East should be given priority & ensure smooth transportation by Railways. He directed the officials to extend possible assistance in repairing roads so smooth connectivity may be provided for rescue & relief.

Global Crude oil price of Indian Basket was US$ 46.55 per bbl on 13.07.2017

The international crude oil price of Indian Basket as computed/published today by Petroleum Planning and Analysis Cell (PPAC) under the Ministry of Petroleum and Natural Gas was US$ 46.55 per barrel (bbl) on 13.07.2017. This was lower than the price of US$ 46.95 per bbl on previous publishing day of 12.07.2017.
In rupee terms, the price of Indian Basket decreased to Rs. 2999.54 per bbl on 13.07.2017 as compared to Rs. 3028.24 per bbl on 12.07.2017. Rupee closed stronger at Rs. 64.44 per US$ on 13.07.2017 as compared to Rs. 64.50 per US$ on 12.07.2017. The table below gives details in this regard:

CIC to organise seminar on ‘Land Records and Right to Information Act 2005’ tomorrow

The Central Information Commission (CIC) will organise a seminar on Land Records and Right to Information Act 2005, here tomorrow. 

The seminar will begin with an address by the Chief Information Commissioner Shri Radha Krishna Mathur, followed by a speech by Shri Dinesh Singh, Secretary, Department of Land Resources. Speakers include Prof M. Sridhar Acharyulu, Information Commissioner, CIC, Shri Himangshu Sekhar Das, Chief Information Commissioner, Assam and Shri K. Third Meeting of the Governing Council of National Investment and Infrastructure Fund (NIIF) held today under the Chairmanship of Finance Minister, Shri Arun Jaitley;

FM reviews the performance of NIIF so far and road ahead; A first close of NIIF is expected very soon as far as fund raising is concerned.
The 3rd Meeting of the Governing Council of the “National Investment and Infrastructure Fund (NIIF)” was held here today under the Chairmanship of the Union Finance Minister, Shri Arun Jaitley where in the Finance Minister reviewed the performance of NIIF so far and action taken by it in order to attract investment from foreign Soverign Wealth Funds among others in the infrastructure sector in the country.
It was informed that

( i)     Strong investment pipeline with investment opportunities is under consideration in the roads, ports, aviation and power sectors.

Income Tax Department pushes additional cases of High Cash Deposits in Second Phase of Operation Clean Money.

The Income Tax Department (ITD) has used information received under the Statement of Financial Transactions (SFT) to identify 5.56 lakh new persons in the second phase of “Operation Clean Money” (OCM). These are persons whose tax profiles were found to be inconsistent with the cash deposits made by them during the demonetization period. Another 1.04 lakh persons who did not disclose all bank accounts during e-verification in the first phase of OCM have also been identified.  In the first phase, 17.92 Lakh persons had been identified for e-verification of large cash deposits, of which 9.72 Lakh people had submitted online response.
The information in respect of the cases and accounts identified has been made available in the e-filing window of the PAN holder at the portal https://incometaxindiaefiling.gov.in. The PAN holder can view the information using the link “Cash Transactions 2016” under “Compliance” section of the portal. The taxpayer will be able to submit online explanation without any need to visit Income Tax office. All identified persons are being informed through Email and SMS for submitting response online.
The following information has been communicated to promote voluntary compliance:
·  Details of cash deposited in bank accounts aggregating to 2 lakh or more is required to be given in the Income Tax Return (ITR). This information will be matched with the information in possession of the Income tax Department.

Centre releases advance grant-in-aid of Rs.51.30 crore to Arunachal Pradesh for rescue and relief operations on account of flash floods

The Centre has released in advance two installments of grant-in-aid to the State Government of Arunachal Pradesh towards Central share of State Disaster Response Fund (SDRF). 

Due to heavy rains and floods in North East, Department of Expenditure, Ministry of Finance, Government of India has released Rupees 51 crore and 30 lakh as grant-in-aid to the State Government of Arunachal Pradesh on the basis of recommendation of the 14th Finance Commission for relief necessitated by natural calamities to the State. This amount is being released in advance for rescue and relief operations required on account of flash floods.

Environment Minister to Dedicate NCSCM to the Nation Tomorrow

The Ministry of Environment, Forest and Climate Change is embarking on a new National Coastal Mission. With this objective in view, Environment Minister Dr. Harsh Vardhan will dedicate the National Centre for Sustainable Coastal Management (NCSCM) to the nation at Chennai, tomorrow. The Minister will inaugurate the new building of the Centre and research infrastructure at Anna University campus in Chennai. He pointed out that the research undertaken by NCSCM will be used directly for arriving at policy decisions and for capacity building of coastal communities and other stakeholders. 

In a statement on the eve of his departure for Chennai, the Minister said that the focus of the Government in coastal states is sustainable livelihood, development of coastal communities through various R&D and policy initiatives. He also added that six research divisions have been established at NCSCM that will combine geospatial sciences with cutting-edge research on conservation, pollution, climate change and community interface – both in mainland and islands of the country. He also added that the NCSCM’s core strength is the multi-disciplinary nature of coastal system research for the well-being of coastal communities and promoting sustainable development based on scientific principles. 

Defence Minister Releases a Book on Historic 2800 Kms Expedition – ‘Ganga Avahan’

The Defence Minister Shri Arun Jaitley released a Coffee Table Book titled ‘Ganga Avahan – The Epic Tale of a Historic Swim’, here today. The ‘Ganga Avahan’ was a pioneering and historic exploratory open-water swim expedition on the Ganga River. This was the first ever human effort to swim down the entire stretch of the river and also the longest ever social campaign undertaken through an adventure sporting activity for the Swachh Bharat National Mission, Clean Ganga project and Beti Bachao Beti Padhao initiative. 

A nine-member team of three swimmers and the rest rafters from the three Services of the Indian Armed Forces, led by acclaimed international open-water swimmer Wg Cdr Paramvir Singh was flagged-off in New Delhi by Union Minister of Urban Development, Housing and Urban Poverty Alleviation and Information & Broadcasting Shri M Venkaiah Naidu on first anniversary of Swachh Bharat, on 01 October 2015. 

Indo-Sri Lankan Joint Exercise

The IAF has recently participated in a joint exercise with Sri Lankan forces. A transport aircraft of IAF had ferried a contingent of 65 members of IAF personnel on 09 Jul 17 to Sri Lanka with an aim of carrying out joint training. The contingent included a sky diving team along with the Air Warrior Drill Team. While at Colombo, joint para drops were carried out along with Sri Lankan troops. 

This exercise offered an opportunity to both, the IAF and SLAF contingent members, to observe each others’ Standard Operating Procedures as well as exchange ideas on joint operations. The Air Warrior Drill Team also displayed its immaculate coordinated weapons drill at Colombo. The team would arrive at Trivandrum on 14 Jul 17 after a very satisfying joint exercise.

The Minister of Communications Shri Manoj Sinha said that the Telecom Ministry is dealing with an extremely dynamic industry and progressive market which is evolving at an extremely rapid rate. He said that with the increase in usage of Smartphones and an exponential increase in broadband usage, data is going to drive industry more and more rather than voice and therefore, the Ministry has initiated a move to relook at the current Telecom Policy through public consultation, as the need of the hour is to ramp up for the Digital era. Speaking at the 10th Anniversary Celebrations of IPTV Society here, Shri Sinha said that whether it is broadband spectrum, Internet adoption/availability, data protection, or cyber security, what was applicable five years back is no more relevant in today’s context, and new policies will need to be futuristic. They will also need to be capable of dealing with India’s challenges and figuring out ways to deal with those challenges. 

Index Numbers of Wholesale Price in India (Base: 2011-12=100)

The official Wholesale Price Index for ‘All Commodities’ (Base: 2011-12=100) for the month of June, 2017 declined by 0.1 percent to 112.7 (provisional) from 112.8 (provisional) for the previous month.

INFLATION

The annual rate of inflation, based on monthly WPI, stood at 0.90% (provisional) for the month of June, 2017 (over June,2016) as compared to 2.17% (provisional) for the previous month and -0.09% during the corresponding month of the previous year. Build up inflation rate in the financial year so far was -0.44% compared to a build up rate of 3.71% in the corresponding period of the previous year

Inflation for important commodities / commodity groups is indicated in Annex-1 and Annex-II.
The movement of the index for the various commodity groups is summarized below:-

PRIMARY ARTICLES (Weight 22.62%)

The index for this major group rose by 0.3 percent to 126.9 (provisional) from 126.5 (provisional) for the previous month.  The groups and items which showed variations during the month are as follows:-


The index for ‘Food Articles’ group rose by 0.9 percent to 139 (provisional) from 137.7 (provisional) for the previous month due to higher price of fruits & vegetables (6%), fish-marine (2%) and egg, poultry chicken, fish-inland and milk (1% each).  However, the price of betel leaves (46%), peas/chawali (4%), urad, ragi, jowar, moong, masur, gram, arhar, condiments & spices, tea and bajra (3% each) and rajma (2%) and maize and wheat (1% each) declined.

European Union & India establish an Investment Facilitation Mechanism

European Union (EU) and India today announced the establishment of an Investment Facilitation Mechanism (IFM) for EU Investments in India. The mechanism will allow for a close coordination between the European Union and the Government of India with an aim to promote and facilitate EU investment in India.

This agreement builds on the Joint Statement of the 13th EU-India Summit held in Brussels in March 2016, where the EU had welcomed India's readiness to establish such a mechanism and leaders from both sides had reaffirmed their shared commitment to oppose protectionism and to work in favour of a fair, transparent and rule-based trade and investment environment.

I. MERCHANDISE TRADE
EXPORTS (including re-exports)
Exports have been exhibiting positive growth for the last nine months. In continuation with growth indicated by exports since September 2016, exports during June 2017 have shown growth of 4.39 per cent in dollar terms valued at US$ 23562.62million as compared to US$ 22572.30 million during June,2016. In Rupee terms, during June 2017 exports were valued at Rs. 151844.56 crore as compared to Rs. 151904.56 crore during June,2016, registering a negative growth of 0.04 per cent.
During June 2017, Major commodity groups of export showing positive growth over the corresponding month of last year are Engineering Goods (14.78%), Petroleum Products (3.60%), Organic & Inorganic Chemicals (13.20%), Rice (27.29%) and Marine Products (24.27%).
Cumulative value of exports for the period April-June 2017-18 was US $72212.33million (Rs 465472.04 crore) as against US $65311.77 million (Rs 436960.98 crore) registering a positive growth of 10.57 per cent in Dollar terms and 6.52 per cent in Rupee terms over the same period last year.
Non-petroleum and Non Gems & Jewellery exports in June 2017 were valued at US$ 17480.56 million against US$ 16488.23 million in June 2016, an increase of 6.02 %. Non-petroleum and Non Gems and Jewellery exports during April -June 2017-18 were valued at US$ 52713.79 million as compared to US$ 48028.95 million for the corresponding period in 2016-17, an increase of 9.75%.

Raipur Airport Ranked First in Customer Satisfaction Index Survey

Raipur’s Swami Vivekananda Airport was once again ranked first in Customer Satisfaction among 49 airports in the country. Raipur Airport achieved 4.84 score on a five point scale index in the latest CSI survey conducted by an independent agency for the period of January-June 2017,  followed by Udaipur, Amritsar and Dehradun airports which have scored 4.75, 4.74 and 4.73 respectively.

Customer Satisfaction is one of the key performance objectives of AAI which is evaluated through Customer Satisfaction Survey conducted by an independent agency commissioned by AAI.  The survey covers a wide range of parameters like transportation, parking, passenger facilities and cleanliness etc. The integrated terminal building of Raipur was inaugurated in 2012. High level maintenance of infrastructure and passenger facilities, the green ambience, state-of -the- art technology and courteous staff ensuring passenger satisfaction has resulted in Raipur getting this recognition for the third consecutive time in the past two years.

Kharif Crop Sowing Crosses 563 Lakh Hectare Area

The total sown area as on 14th July 2017, as per reports received from States, stands at 563.17 lakh hectare as compared to 521.80 lakh hectare at this time last year.

            It is reported that rice has been sown/transplanted in 125.77 lakh ha, pulses in 74.61 lakh ha, coarse cereals in 113.06 lakh ha, sugarcane in 47.94 lakh hectare and cotton in 90.88 lakh ha.
